The Role

Designs, tests, and implements state-of-the-art secure operating systems, networks, and database products. Conducts risk assessment and provides recommendations for application design. Involved in a wide range of security issues including architectures, firewalls, electronic data traffic, and network access. Uses encryption technology, penetration and vulnerability analysis of various security technologies, and information technology security research. May prepare security reports to regulatory agencies.

 

This candidate will primarily support A4W and A1B Planning Yards, ensuring technical accuracy of the producs for our computer-based systems, composite test facilities (CTFs), engineering demonstration models (CTFs), test networks, and ship systems in the NNPP. The selected candidate will serve as the key advisor with the A1B PPPY and A4W RPPY for sysberscurity related issues. In addition to performing engineering work directly, the successful candidate also will provide technical oversight, guidance, training, and facilitation of personnel development to ensure growth of the technical staff and successful completion of projects. Additional key responsibilities include:
• Provide technical expertise to the organization and the other NNPP organizations related to cybersecurity
• Foster a collaborative and high-performance team culture, promoting operational efficiency and effectiveness while growing and developing the team members.
• Stay up-to-date with industry trends and emerging technologies related to cybersecurity, implementation and lifecycle support, incorporating best practices into project development activities and NNPP processes.
• Coordinate with cross-functional teams & groups within the planning yard, EB, NNL, & Bechtel Propulsion Machinery Incorporated (BPMI), and installing activities to ensure project success.
• Participate in or lead the development or update of associated organization and NNPP principles and process documents.
• Participate in Program-level meetings and on teams addressing Program strategic initiatives, such as the Strategic Planning efforts, Program Reviews, and various collaboration efforts

Must Have

Bachelor?s Degree and 14 years of relevant exempt experience; Master?s Degree and 12 years of relevant professional experience; Ph.D. and 9 years of experience.

One of the following may be used as an equivalent to Bachelor's Degree for Information Technology Related Positions Only:

  • NNS Apprentice School graduate
  • Navy Nuclear Power School (NNPS) graduate
  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
  • Military Paygrade E-5 or above military experience
  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
  • A relevant professional certification can be substituted for a Bachelor's Degree.

• Defense Counterintelligence and Security Agency Assessment and Authorization Process Manual (DAAPM)
• OPNAVINST N9210.3 (Safeguarding of Naval Nuclear Propulsion Information)
• National Institute of Standards and Technology (NIST) Technical Publications (800-37 & 800-53)
Experience developing and executing the following:
• Risk Management Frameworks (RMFs) activities
• System Security Plans (SSP)
• Continuous Monitoring Plans
• Platform IT (PIT) Risk Acceptance Packages (PRA)
• Security Assessment Reports (SAR)
