The Role

The candidate will be responsible for executing the responsibilities of the Facility Program Management Office which include but is not limited to overseeing the shipyard Strategic Facility Plan, Facility Master Plan, Capital Tactical Spending Plan, Capital Long Range Strategic Plan, Expense (Special R) Tactical Spending Plan and Expense Forward Pricing Plan and the strategic planning and oversight of the Shipyard Capacity & Modernization projects.  These plans support facility infrastructure, ship programs, manufacturing, nuclear propulsion division, engineering, logistics, IT, Quality, Trades and new programs.  Candidate will be responsible for project governance over all direct, expense or capital projects exceeding $5 million dollars.  Candidate will lead requests from HII Corporate regarding audits, surveys and studies related to NNS Capital, Facility Economic Obsolescence, and taxes.  Candidate will also be responsible for managing the Facility Project Portfolio Management tool investment and implementation strategies. 

Must Have

BS in Engineering and 10 years engineering experience OR MS in Engineering and 8 years of relevant engineering experience. Candidate's degree must be from an ABET accredited program in the school of engineering.

Nice to Have

The candidate should possess strong project management, systems engineering, organizational and interpersonal skills and be familiar or versed in corporate and company policies and procedures related to Accounting for Property/Plant/and Equipment, Strategic Facility Planning, Annual Operating Plan, Guidelines for Major Facility Investment, Leased versus Purchase, Capital Asset Program, Acquisition/Transfer/ & Disposal of Plant Facilities and Equipment, Manufacturing and Supply Chain Planning, Capacity Analysis, and Facility Project Management & Implementation. Familiarity with facility operations including plant engineering, maintenance engineering, maintenance and repair, plant utility operations, and crane engineering is preferred. Possessing a PMP Certification is a plus as is experience in developing and maintaining large project spending plans, annual capital plans, and/or Expense plans.
