The Role
This position is responsible for the direct management of the Test Engineering team (E25). The Director of Test Engineering is responsible for the execution of the Test, Work Control and Ship Safety Program as follows: The test program encompasses the 1)Topside and Combat Systems test programs for new construction and overhaul carriers 2) HM&E and Electronics test programs for Virginia Class Submarines and 3) Electronics, HM&E and Propulsion for submarine availabilities. The work control program encompasses 1)Topside and Combat Systems work control programs for new construction and overhaul carriers 2) HM&E, Electronics and Propulsion test programs for Virginia Class Submarines and for submarine availabilities and 3) Database administration for work control for both Test Engineering (E25) and Nuclear Propulsion Test Engineering (E84).The Ship Safety Program is across all submarine product lines.
This benchmark is intended to be used by companies that have generic classifications engaged in research and/or product development encompassing primarily one or more of the following engineering disciplines: electronics, electrical, mechanical, and/or chemical.
Must Have
BS in Engineering and 10 years engineering experience OR MS in Engineering and 8 years of relevant engineering experience. Candidate's degree must be from an ABET accredited program in the school of engineering.
Nice to Have
The Director of Test Engineering should be able to:
• Manage an indirect budget within approved limits while satisfying training, facility, IT, test equipment and labor overhead requirements
• Direct the manning and direct budget requirements through EVMS and LRM standards such that production and testing requirements are met
• Ensure the requirements of Test Engineering uphold customer standards and requirements even under cost or schedule pressure
• Observe in process work on the deck plates and in offices and ensure that quality and safety standards are being met
• Drive clear ownership, continuous improvement and employee development
• Hire/train/assign sufficient diverse engineering resources to support all base and growth work on all contracts
• Interface successfully with the customer and all submarine and carrier Construction and Engineering departments
• Lead the planning and execution efforts of sea trials
The preferred candidate will have a strong foundation in engineering and in management principles and an established record of managerial competency in engineering. Will possess a comprehensive understanding of Test Engineering programs, policies and practices. Will also participate strategically with the Engineering and Design staff, and have excellent organization, communication and interpersonal skills.
