Job Description

Synthesizes customer contractual needs and requirements into system test solutions that acknowledges technical, schedule and cost constraints. Develops and directs preparation and execution of comprehensive test plans, procedures and schedules for completing systems. Coordinates integrated testing activities. Reviews and evaluates test requirements to insure completeness of test program. Performs technical analysis of complete systems and prepares comprehensive system level evaluations.
 

Basic Qualifications

Lead Test Engineer (LTE) or Ship Safety Officer (SSO) or Watch Supervisor or Watch Officer Certification or Trade REC Coordinator (TRC) and Trade REC Oversight Agent (TROA) Certification and 4 years of relevant professional/exempt experience.

Preferred Qualifications

Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
5 years experiences plus LTE qualified or Bachelors in Engineering (Abet-Accredited) and has to qualify LTE within 6 month of position.

The Internal Communications (IC) Lead is a demanding position requiring in-depth technical knowledge, a solid grasp of the requirements of IC (Networks, Navigation and TV), and experience in project management and planning. The Lead must be able to effectively communicate with internal and external customers including SUPSHIP, Ship’s Force, In-Service Engineering Activities (ISEAs), RPPY, PMS312, and coordinate with many different organizations to successfully accomplish testing on RCOHs and New Construction CVNs. The IC Lead is responsible for overall coordination and planning of all IC systems testing. In addition, the IC Lead will perform Engineer Reviews on all IC test procedures prior to submittal for SUPSHIP approval.

The goal of the IC Lead will be to improve deck plate communications and coordination with Trades, increase planning and project management of resources including manning, material, test equipment and training for increased efficiency, reduction in peak manning periods, de-conflicting test schedules, and full utilization of the Land Based Test Facility.
Key competencies include:
- Good leadership skills and project management experience (test coordination, resource planning, budgeting and test scheduling)
- Expertise in Planning (scoping using Change Order Log database)
- Extensive Test experience in Internal Communications (IC) systems
- Good communication skills and proven capacity to effectively interface with internal and external stakeholders
- Excellent writing skills to write technical reports and perform Engineer Reviews of test procedures
- Capacity to evaluate problems relative to the impact on the overall plan/schedule and formulate recommended mitigating action plans
Interim Secret security clearance to start and must be able to upgrade to Secret.
