The Role
This position demands a unique combination of project management skills and in-depth expertise in electrical, software, and reactor instrumentation and control systems, including an understanding of technical services, labor, contracts, and cost structures within a construction engineering organization. The candidate will lead resource planning meetings, oversee project-related activities, and provide insights and recommendations to guide the CVN & VCS programs’ workforce strategies.The role requires the individual to offer technical support across various tasks, maintain technical data, and produce engineering documentation such as Engineering Reports, Procedures, and Guidance. The candidate will also facilitate collaboration between trades and engineers, optimize engineering processes, and will assist with engineering evaluation or analysis. Interacting with A1B PREPY (NNS), LDY (Electric Boat), the Reactor Plant Contractors Office (RPCO), Nuclear Quality Control (NQC), Nuclear Test Engineering, and trades personnel, providing deck plate technical support to address E86 VCS Electrical work issues, thereby easing challenges in ship construction and testing. The ideal candidate must work independently at a high level while having significant involvement and drive work on multiple concurrent tasks with multiple cognizant levels of management or lead engineers. They should have the ability to understand propulsion plant construction issues and lead a team to arrive at a solution. Excellent written and verbal communication skills are essential, as is the ability to develop schedules for individual engineering/design/construction tasks and drive projects to completion. The candidate must provide clear direction for intra- and inter-department personnel to meet schedule needs and represent the organization on project/construction issues. The candidate should also possess a strong technical knowledge base and extensive experience in Reactor Plant, Electric Plant systems and equipment. Knowledge of CVN 78 propulsion plant systems and VCS electrical systems are preferred, and the candidate should be able to translate issues into white papers/presentations for all levels of NNS management and customers (external and internal). The ability to apply engineering principles, theories, and concepts to work on complex engineering problems and provide solutions is crucial. By leveraging their hands-on expertise in building and testing shipboard electrical components to analyze real-time construction and testing challenges with minimal oversight, execute complex tasks independently.
Must Have
A strong technical knowledge base and extensive experience in Reactor Plant, Electric Plant systems and equipment.
Experience working with Navy stakeholders and executive leadership to translate operational needs into engineering solutions that improve mission readiness and extend vessel life.
Excellent written and verbal communication skills, as well as the ability to develop schedules for individual engineering/design/construction tasks and drive projects to completion across various teams, departments, and programs.
The ability to apply engineering principles, theories, and concepts to work on complex engineering problems and provide solutions into white papers/presentations for all levels of NNS management and customers (external and internal).
The ability to work independently at a high level, with significant involvement and drive to work on multiple concurrent tasks with multiple cognizant levels of management or lead engineers.
Coordinated and led multi-disciplinary teams of vendors, tradesmen, inspectors, and test engineers to inspect, install, and test electrical equipment and systems throughout the procurement value stream process and through ship certification and testing.
Oversee program schedules, earned value management (EVM) metrics, and risk mitigation plans to align engineering performance with contractual requirements.
Bachelor’s Degree and 14 years of relevant exempt experience
Master’s Degree and 12 years of relevant professional experience;
Ph.D. and 9 years of experience.
Newport News Shipbuilding requires a Bachelor's Degree in engineering from an ABET accredited program.
Nice to Have
Construction experience of CVN Propulsion Plant Systems and VCS Electrical Systems.
Experience in Department of Defense is a plus.
