The Role

Synthesizes customer contractual needs and requirements into system test solutions that acknowledges technical, schedule and cost constraints. Develops and directs preparation and execution of comprehensive test plans, procedures and schedules for completing systems. Coordinates integrated testing activities. Reviews and evaluates test requirements to insure completeness of test program. Performs technical analysis of complete systems and prepares comprehensive system level evaluations.

Key competencies include:
-    Good leadership skills and project management experience (test development, test coordination,  resource planning, budgeting and test scheduling)
-    Expertise in Planning (scoping using Change Order Log database)
-    Extensive Test experience in Radio Communications systems
-    Good communication skills and proven capacity to effectively interface with internal and external stakeholders
-    Excellent writing skills to write technical reports and perform the final Engineering Reviews of test procedures
-    Capacity to evaluate problems relative to the impact on the overall plan/schedule and formulate recommended mitigating action plans
-    Candidate must not have a fear of heights, be able to ascend/descend vertical ladders that span multiple decks, both topside and within the ship.
-    Candidate must have be able to obtain a Secret Level Security Clearance.
-    Candidate must be able to go to Sea during Test Trials.
-    Candidate must be able to work multiple shifts
 

Must Have

An ABET Bachelor's Degree and 5 years of relevant exempt experience; 
Master’s Degree and 3 years of relevant professional experience; 
Ph.D. and 0 years of experience.
OR Professional Development Program (PDP) NNS Apprentice Certificate.

5 Years with Bachelors in Science; 2 Years related experience with Masters; Newport News Shipbuilding requires a Bachelor's Degree in engineering from an ABET accredited program.
The Combat Systems Engineer Systems Test (EST) 3 is a demanding position that requires the engineer to provide solutions to a variety of technical problems of increasing technical knowledge and complexity in electronics test electronics systems (ETES), as assigned. Those systems include but not limited to: SATCOM, DMR, TVS, TV-DTS, NMT, HFDAG, ADNS, QMS, CDLS, CDLMS, HYDRA, Fleet Broadcast, Bridge to Bridge, MOS, CBSP, GBS, NSSMS, RAM, SPQ-9, CIWS, TIU, CETPS, SSDS, Announcing and Voice Systems.  The EST3 will be responsible for providing support for the successful completion of ETES test program on Ford and Nimitz Class Carriers. The EST 3 should be able to effectively communicate with both internal and external customers including waterfront construction management, design engineering, test engineering, SUPSHIP, NAVSEA, and Ship's Force, being able to report overall status to supervisor.  The EST3 will be responsible for performing reviews on test issuance/completion status, making sure the Test Plan of the Day is updated, providing system status and turnover and identifying and recommending resolutions for system and programmatic issues as well as support the overall E25 contract performance metrics (scheduling, budgeting and scoping).  The EST3 must have knowledge of safety requirements and coordinate with functional supervisors, construction and Ship's Force to ensure that test program is conducted safely and is accomplished in accordance with Ship Yard and NAVSEA approved requirements and procedures.
