ENGINEER SYSTEMS TEST 3

The Role

Synthesizes customer contractual needs and requirements into system test solutions that acknowledges technical, schedule and cost constraints. Develops and directs preparation and execution of comprehensive test plans, procedures and schedules for completing systems. Coordinates integrated testing activities. Reviews and evaluates test requirements to insure completeness of test program. Performs technical analysis of complete systems and prepares comprehensive system level evaluations.

This is a specialized position for an Engineer Systems Test 3 within the E25 Test Program Support Shop and Material Group in Department E25 and located in the VASCIC Land-Based Test Facility (LBTF). In this position, the incumbent will be responsible for training supporting employees in addition to personally performing the tasks that are subsequently described. He or she must be able to interface with numerous internal and external customers and suppliers in order to obtain and provide timely status on calibrations, government property requests, material orders, material dispositions, etc. The individual must be able to perform the role of government property (GP) custodian by tracking thousands of pieces of equipment in the GP module of SAP and the E25 Equipment Database and manage the successful completion of the GP inventories each year. The individual should also be able to identify obsolescent equipment and provide recommendations for suitable replacement based on previous, current, and/or forecasted use. The individual will be responsible for procuring material using the NNS stock system, Perfect Commerce system, or NNS Procurement Card and for all requisite receipt and reconciliation duties. The individual will be responsible for working with and submitting purchase requisitions to the purchasing department for material orders over a cost threshold. The individual will also be responsible for utilizing and managing the E25 Material and Equipment Databases and provide status on material orders, material locations, and calibrations. The incumbent will also submit test equipment lease requests via Facilities Service Requests and work with the customer, leasing companies, and the Maintenance Planning department.

Must Have

An ABET Bachelor's Degree and 5 years of relevant exempt experience; 
Master’s Degree and 3 years of relevant professional experience; 
Ph.D. and 0 years of experience.

Nice to Have

•    An advanced understanding of the calibration requirements invoked by the various contracts E25 supports. The ability to relay these requirements to internal and external calibration facilities and end users of calibrated instrumentation.
•    An advanced understanding of and ability to serve in the departmental Government Property custodian role. The candidate will be able to disseminate, coordinate, and status annual Government Property inventories.
•    An advanced understanding of the methods of material procurement and the ability to order material using the appropriate acquisition method based on supplier and commodity.
•    The ability to provide oversight to the group of employees supporting the department’s calibration operation, government property custodianship, and material and equipment procurement.
•    The ability to interface with external suppliers by outlining requirements, submitting requests for quote, obtaining status, resolving discrepancies/issues, returning discrepant material, etc.
•    An advanced understanding of the capability/functionality of the test equipment in E25 inventory and the ability to determine equivalency of alternative test equipment.
•    An understanding of the processes and documentation required to move material and equipment internally and externally to NNS.
•    The ability to interface with multiple customers and to provide timely updates to customers, team members, and management.
•    Possess an advanced understanding of the temporary test equipment/systems produced by the E25 Electronics Shop and the ship systems with which they interface.
•    The ability to read and understand electrical equipment specifications.
•    The ability to communicate effectively, train teammates, and oversee others.
•    Possess good organizational and computer skills.
