The Role

Specific to this position:

Plans, designs and oversees the reconfiguration, maintenance, and alteration of buildings, structures, and other facilities. Reviews and estimates renovation costs including equipment, installation, labor, materials, preparation, and other related costs. 


Coordinates with architecture/engineering firms in developing design criteria and preparing layout and detail drawings. Prepares bid sheets and awards contracts for construction and facilities acquisition.  This position works in a team with a construction lead to execute renovation projects and oversee vendor work.  Inspects or directs the inspection of construction and installation progress to ensure conformance to established drawings, specifications, and schedules.


Projects include design and construction of new office, training, warehouse, and restroom facilities; renovations of older buildings; installation and/or relocation of trailers and modular complexes; and employee relocations. Responsible for all aspects of project management, design, bid & award, construction, commissioning, and close-out for assigned architectural projects.

Additional areas of responsibility include and are not limited to:

  • Interface with customer to identify project scope and criteria. Communicate regular updates of project design, planning, and estimate progress.
  • Reviews and estimates design/construction costs including equipment, installation, labor, materials, preparation, and other related costs.
  • Directs work assignments of consultants and contractors to ensure shipyard facilities and structures are constructed and maintained in a safe condition
  • Prepares feasibility/concept studies and make recommendations for future capital replacement and maintenance or Quality of Life initiatives. Supports key strategic business development and initiatives


Must Have

Bachelor's Degree and 6 years of relevant exempt experience; Master’s Degree and 4 year of relevant professional experience

One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:

  • NNS Apprentice School graduate
  • Navy Nuclear Power School (NNPS) graduate
  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
  • Military Paygrade E-5 or above military experience
  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

Nice to Have

  • Strong project management, communication, organizational and computer skills are required.
  • Working knowledge of AutoCAD, MS Project and Excel.
  • Experience in coordinating multi-trade projects including HVAC, plumbing, power lighting, telecom, etc.
  • Familiar with the Virginia Uniform Statewide Building Code, International Building Code, City of Newport News Code of Ordinances, ADA compliance, OSHA, and NFPA requirements or regulations.
  • Experience in heavy industrial and commercial facilities
  • Ability to think strategically, act tactically, delegate appropriately, work well with others, and promote a safe work environment.
