The Role
Newport News Shipbuilding is looking for a qualified Financial Analyst to join our Payroll team. The Financial Analyst will lead and support the Garnishment team by administering involuntary deductions such as child support, tax levies (state and federal) and similar obligations. The Financial Analyst will be responsible for reviewing and analyzing payroll data to ensure accuracy and compliance with state specific and federal statutes. This position works collaboratively with various internal departments, including Human Resources, Benefits, and Legal to ensure timely collection and payment of garnishments.
An ideal candidate will have the ability to manage and execute the coordination of multiple projects within required timeframes and expectations; demonstrate excellence in oral and written communication skills; working knowledge of Microsoft Office products. Demonstrate the ability to perform detail-oriented tasks; interact, coordinate, follow up, and effectively communicate with other team members, State and Federal Courts, and Attorneys.
Essential Duties and Responsibilities
- Ensure all garnishment payments are accurate and in compliance with withholding orders and relevant laws
- Research and respond to inquiries from employees, courts, state and federal agencies, and other parties regarding garnishment orders
- Assist as needed with the accurate and timely reconciliation of garnishment accounts and establish Electronic Funds Transfer (EFT) of payments to comply with jurisdiction rules
- Review wage garnishment orders keyed into our payroll system for accuracy
- Oversee the complete garnishment process and provide progress reports to management
- Lead special projects related to garnishments or payroll compliance
- Identify opportunities for process improvements and recommend solutions.
- Strong attention to detail, time management skills and ability to prioritize tasks
- Works closely with outside agencies to proactively resolve issues regarding withholding orders
- Represent the Garnishment team effectively; build trust and credibility and promote transparency
- Process court-ordered wage garnishments, including child support, student loans, wage assignments, bankruptcy orders, verifications of employment (VOEs), and state and federal tax levies
- Collect and maintain accurate files for all withholding orders
- Set up garnishment vendors appropriately
- Process and disburse third-party checks, including voids and re-issues
- Coordinate positive pay and monthly outstanding check reconciliations with internal stakeholders (Accounting & Treasury)
- Create, update, and maintain internal procedures and desktop instruction
- Maintain the confidentiality of all client and employee information
- Ability to work in a high volume processing environment
Must Have
Bachelor's Degree and 10 years of relevant exempt experience; Master’s Degree and 8 year of relevant professional experience
One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:
- NNS Apprentice School graduate
- Navy Nuclear Power School (NNPS) graduate
- Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
- Military Paygrade E-5 or above military experience
- High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
- High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
Nice to Have
- 4+ years of Payroll experience or 3+ years of multi-state garnishment processing experience is highly preferred
- FPC (Fundamental Payroll Certification) or CPP (Certified Payroll Professional) certification, or similar certification is preferred
- Strong understanding of legal documents, such as court filings, tax levies, child support orders, and other forms of garnishments and wage verifications
- Proficiency in Microsoft Office products, Adobe Acrobat, SAP/ECP
- Knowledge of basic accounting concepts
- Exceptional organizational skills with the ability to multitask and manage multiple processes, programs, and procedures simultaneously while working under pressure to meet deadlines
