Job Description

Leads and directs one or more project teams engaged in the design, implementation and modification of IT projects that span across functional organizations. Prepares project execution plan and identifies appropriate technical and business resources needed for the team. Ensures projects are completed on schedule, within budget and meets technical requirements of the assignment. Keeps current on advances in the field of IT. Provides technical and analytical guidance to project team.

Lead and manage Cybersecurity and Compliance related program involving strategy, implementation, support, and technology optimization for IT operations, business processes, business resiliency, security, and data integrity. Drive the integration of increased Cybersecurity capabilities and acquired tools across NNS. Work closely with NNS CISO on Cybersecurity operations, risk management, architecture, and governance. Develop and maintain internal and external relationships critical to supporting Cybersecurity and Compliance activities.


  • To ensure that conflicts across efforts within a program are reconciled
  • Manage multiple projects, through assigned Project Managers (PMs) with broad scope, ambiguity, and high degree of difficulty
  • To work closely with IT and Business stakeholders in an effort to understand and identify key Cyber and compliance needs, provide oversight and prioritization of IT projects applicable to this program, and to ensure alignment that best maximizes our Cyber and compliance posture, and overall business value
  • Ensures projects are completed on schedule, within budget and meets technical requirements of the assignment
  • Provides technical and analytical guidance to PMs and their respective project teams
  • Lead and evaluate project managers and other staff


Basic Qualifications

14 Years with Bachelor of Science degree in related field; 12 years of relevant professional experience with a Master's Degree; 9 years of relevant professional experience with a PhD.

  • Knowledge of Federal and Naval regulatory requirements for Cybersecurity and data protection
  • Project Management Professional (PMP) Certification
  • Proven experience as a Program Manager or other managerial position
  • Excellent Knowledge of performance evaluation and change management principles
  • Excellent analytical ability where problems are typically unusual and difficult - gather and interpret complex qualitative or quantitative data
  • Structured project management experience in deploying security-related initiatives
  • Broad experience in computer and network systems, including IT security
  • Solid analytical/problem-solving skills with capability to identify solutions to unusual and complex problems
  • Excellent oral and written communication skills, including articulating and presenting highly technical information in a comprehensible manner to all levels of management and staff
  • Knowledge of federal, state, local, and international legislation and regulatory guidance for Cybersecurity and data protection
Preferred Qualifications
  • Preferred 6+ years of experience with strategy development, information security management, Cybersecurity incident response, or computer forensics
  • Proficiency in a wide range of information IT security technologies, embedded security, and platforms, and/or proficiency with Compliance related technologies and platforms
  • Maintain a working knowledge of cybersecurity principles and elements
  • Experience with managing crisis situations, including gaining commitment from and coordinating the response activities of cross–functional response teams
  • Knowledge of security technologies, including leading teams that maintain compliance for a regulated business environment
  • Experience with providing IT support, including Cyber analysis support to the US government
  • Certified Information Security Manager (CISM), Certified Information Security System Professional (CISSP)
  • Ability to obtain a security clearance
