The Role
The manager of the Waterfront Value Stream is responsible for the Safety, Quality, Cost, Schedule, and Customer Satisfaction of major waterfront, dry dock, and infrastructure projects in the Facilities Division. This position reports to the Manager 3 of Facilities Projects and will provide leadership & direction to team members.
Projects include the design and construction of Infrastructure projects on Dry Docks, the Floating Dry Dock, Bulkheads and Piers as well as floating assets, standoffs, dredging, and fenders. Projects consist of significant upgrades, maintenance, modification and/or new waterfront infrastructure to support US Navy nuclear shipbuilding and carrier refueling and defueling projects.
Areas of responsibility include and are not limited to:
• Ensure safety of team members, shipyard employees and contractors in the implementation of Facilities Projects. Lead team members to ensure a highly engaging environment.
• Responsible for conducting studies, assessing risk, developing options and producing High Level Feasibility Estimates (HLFEs) for customer requests.
• Responsible for developing Project Plans to obtain customer concurrence for scope, deliverables, justification, cost, and schedule.
• Responsible for all aspects of project management, design, bid & award, construction, commissioning, LCAM, and close-out for projects.
• Establish standard work instructions that detail stops of the overarching project implementation process.
• Approve progress payments and verify correct funding stream is adhered to during project implementation.
• Responsible for reviewing and concurring with all designs completed by outside consultants.
• Responsible for ensuring facilities comply with all local, state, and federal regulations.
• Responsible for ensuring all employees are qualified to perform their assigned job functions by identifying and scheduling required training for their employees.
• Responsible for the selection and oversight of qualified suppliers to implement project work in a safe and high quality manner.
• Responsible for the adherence and administration of all NNS Policies and Procedures.
• Responsible for building strong customer relationships.
• Duties include cost management of indirect and direct projects, Tactical Planning, Labor Resource Planning, Long Range Strategic Planning, and forecasting for the Capital AOP and the Forward Pricing Plan.
• Implement projects in an environmentally and ergonomically friendly manner and address O&M considerations to include LCAM deliverables.
• Develop and/or implement process improvements in both project delivery and production processes.

Must Have
Bachelor's Degree and 6 years of progressive technical experience in research, engineering and design; Master's Degree and 4 years of relevant experience.
Newport News Shipbuilding requires a Bachelor's Degree in engineering from an ABET accredited program.
Nice to Have
• Prefer a degree in mechanical, electrical, structural, or civil engineering, or the equivalent, and 6 or more years of experience.
• Should possess comprehensive knowledge of utility distribution systems and facility infrastructure design and construction.
• Experience in developing design criteria and contract documents (drawings, specifications, etc.), establishing execution strategies and selecting the appropriate contract/procurement approach for the type of project and desired contract deliverables.
• Experience in managing a high volume of minor and major projects and suppliers of engineering services, material, and construction services simultaneously and enforcing associated contractual requirements.
• Experience in developing specifications for purchase and installation of all project products, equipment, and materials.
• Experience in coordinating multi-trade projects including electrical, mechanical, excavation, power, lighting, telecom, etc.
• Familiar with the National Electric Code, ASME Codes including power piping B31.1 and section IX welding and brazing, Virginia Uniform Statewide Building Code, International Building Code, City of Newport News Code of Ordinances, ADA compliance, NFPA requirements, and be familiar with obtaining city permits and special inspection requirements for building permits.
• Strong leadership and management skills are preferred.
• Familiar with construction lifting and handling operations and working around cranes.
• Registered Professional Engineer.
• Strong interpersonal and communication skills, both verbal and written.
• Ability to think strategically, act tactically, delegate appropriately, work well with others, and promote a safe and highly engaged work environment.
• Experience with personal computer applications, especially word processing and spreadsheet applications.
• Experience with SAP to include creating work orders, creating operations, obtaining confirmation numbers, researching purchase orders and requisitions.
