The Role
This position has various responsibilities for non-nuclear submarine programs at NNS including the Hull Planning Yard, VCS and CLB new construction, and both “in yard” and “AIT” Submarine Fleet Support.
For the Submarine Hull Planning Yard this position is responsible for analyzing and providing schedule, cost, and configuration management of design products to support modernization of “In Service Ships” for the Los Angeles, Seawolf and some Virginia Class submarines in accordance with the Navy Modernization Process Management and Operations Manual. This includes providing Configuration Management, Integrated Logistic Support, Database management, and Life Cycle Support. This department supports the development of ShipAlts, TempAlts, SRDs, A&I’s, RLARs, MCR’s, TMDERs, LARs, etc. in a disciplined process to ensure operational and technical modifications are delivered to the fleet in the most operationally effective and cost efficient way. This position manages a dedicated Hull Planning Yard Program Office focused on the specific contract requirements and products that provides specific tasking oversight. This position is required to have a close working relationship with the NAVSEA Ship Program Manager (SPM) to address contractual, technical, and financial matters and to work with the multiple NAVSEA Participating Manager (PARM) Offices, to address the needs of their specific ship systems. This position is responsible for the management of Submarine Hull Planning Yard contract funding requirements and budgets. In addition to the above, this department is responsible for providing and managing NNS On-Site Representatives at Naval Shipyards.
For VCS and CLB new construction submarines, this position is responsible for monitoring delivery and performance of non-nuclear engineering products including schedule, cost and quality reports as required. This position is the Submarine Engineering (SUBE) Cost Account Manager (CAM) for VCS and CLB submarines responsible for EVMS progressing, Estimate at Completion forecasts and Basis of Estimate development, charging information, supporting LRM inputs, and providing cost variance explanations. In addition, this position is responsible for the VCS Certification Engineering and Construction Team.
Must Have
Bachelor's Degree and 8 years of progressive technical experience in research, engineering and design; Master's Degree and 6 years of relevant experience; PhD and 4 years of relevant experience.
Newport News Shipbuilding requires a Bachelor's Degree in engineering from an ABET accredited program.
Nice to Have
This position requires a good understanding of submarine design, manufacturing and SUBSAFE requirements; the ability to manage complex Navy contract requirements; have superior knowledge of contract cost control systems; ability to forecast budget and funding requirements; manage budgets across multiple fiscal years; and excellent problem solving skills with an ability to lead a cross-functional team to resolve issues.
