The Role
Prepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customer. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.
This position is responsible for supporting the E18 Submarine Integrated Hull Planning Yard Department. Responsibilities include analyzing and tracking schedule, cost, and configuration management of technical products to support modernization of “In Service” submarines in accordance with the Navy Modernization Process Management and Operations Manual. Additional responsibilities include oversight of Configuration Management, Integrated Logistic Support, Database management, and Life Cycle Support. This position manages a team that coordinates and tracks the development of Planning Yard products in a disciplined process to ensure operational and technical modifications are delivered to the fleet in the most operationally effective and cost efficient way. Frequent communications with government sponsors to understand and coordinate the scope of work, cost, and schedule; and provide tasking directives to the respective support disciplines is necessary. Close working relationship with the NAVSEA Ship Program Manager (SPM) to address contractual, technical, and financial matters and to work with the multiple NAVSEA Participating Manager (PARM) Offices, to address the needs of their specific ship systems is also necessary. In addition, this position is responsible for managing On-Site Representatives at Naval Shipyards.
Must Have
Bachelor's Degree and 6 years of progressive technical experience in research, engineering and design; Master?s Degree and 4 years of relevant experience
One of the following may be used as an equivalent to Bachelor's Degree for Information Technology Related Positions Only:
- NNS Apprentice School graduate
- Navy Nuclear Power School (NNPS) graduate
- Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
- Military Paygrade E-5 or above military experience
- High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
- High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience A relevant professional certification can be substituted for a Bachelor's Degree.
Nice to Have
The candidate should have previous experience in detailed analysis of submarine structures utilizing both Classical and Finite Element methods of analysis. Additionally, the candidate should have previous experience in the methodologies to restrain and analyze outfitting items. The candidate should have specific knowledge of the design of SSN 688 Class, SEAWOLF and VCS submarines and an understanding of how the technical requirements vary between the different classes of ships. Related engineering section responsibilities include coordinating, assigning and checking work, training and developing engineers, conducting performance reviews and maintain a professional atmosphere within the engineering section. The ability to simultaneously review, track, guide, and approve multiple tasks is critical to position success.
