The Role
Designs, develops, and implements testing methods and equipment. Plans and arranges the labor, schedules, and equipment required for testing and evaluating standard and special devices. Provides test area with parameters for sample testing and specifies tests to be performed. Compiles data and defines changes required in testing equipment, testing procedures, manufacturing processes, or new testing requirements. Responsible for testing all customer samples and for special tests that cannot be performed in the test area.
Has demonstrated significant experience in directing technical execution of small groups in the preferred qualifications such as that gained by Senior Enlisted positions with the US Navy Submarine Service or Lead positions within Shipbuilding or other Industrial environment. Prefer 6-7 years of specialized experience to include education, training and experience gained through relevant US Naval Submarine Service or Submarine shipbuilding, plus experience executing ships' production efforts in an industrial environment. A working knowledge of the operation and testing of non-nuclear ship’s systems (Engine Room Preferred) and related systems, interfaces with nuclear systems obtained in an industrial environment. Thorough knowledge of NAVSEA 0905-485-6010 Submarine 6010 requirements, Submarine Fly-By-Wire, Ship Control System Certification Boundary Book, the Submarine Certification Boundary Book, Joint Fleet Maintenance Manual, and the Tag-Out Users Manual. A candidate must have effective oral communications and presentation skills.
Must Have
Bachelor of Science Degree in Engineering or the required certification and 6 years of relevant professional/exempt experience. Newport News Shipbuilding requires a Bachelor of Science Degree in Engineering from an ABET accredited program. The required certifications must be Lead Test Engineer (LTE), Shift Test Engineer (STE), Ship Safety Officer (SSO). Inactivation Test Engineer (ITE) certification, or Shift Refueling Engineer (SRE).
Nice to Have
Preferred candidate would have Experience and Detailed knowledge to: Develop, review, and revise as required the execution of Navy Work Authorization Forms (WAFs) and Safety Tag-out documents and specifications to support efficient work execution. Ensure training and qualification on all work control and tag-out processes are obtained and maintained. Approves issuance of WAFs, Work Permits, and Safety Tag-out for assigned systems. Provides expertise in the development, planning, and scheduling for WAFs, Work Permits, and Safety Tag-out. Provides on-site resolution of related problems and technical issues to prevent delays and ensure the integrity, safe work, testing, and operation of responsible systems. Possess a strong ability to determine the work requirements and distinguish between SUBSAFE, NON-SUBSAFE and Fly-By-Wire (Y) or (B).
