The Role
Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
This position is for a Program Management Analyst to assist in efforts of a multi-disciplined group for the US/UK and AUKUS Programs. The role will support the following disciplines working with United Kingdom and AUS personnel to design, build and test across submarine programs: engineering, design, planning, infrastructure, supply chain, workforce development, construction, and test personnel. The Position is responsible to assist in the planning and organizing of visits with the UK and AUS, assisting with Reachback documents all in support of the US Program Office, ensuring all Foreign National paperwork is complete and international compliance regulations are met, and tracking resulting action items and requests. This role requires some interaction with senior level Newport News, HII Corporate, PEO, Naval Reactors, MoD, NNL, Rolls-Royce (RR), BAE personnel, AUS Government, and integration between all parties. This position requires you to work with UK and AUS personnel to tailor US support as the needs change during the design to build progression and as the UK and AUS enters into the concept phase for future submarine capability. Specific job requirements include providing program and technical oversite, ensuring compliance with the 1958 Mutual Defense Agreement, Foreign Military Sales, and providing management support to the Industry Program Offices. Provide support to the NNS personnel located in the UK, and future personnel in AUS, as required. Additional responsibilities include continual advocacy of the Design/Build/Sustain process, identification of best practices, promotion of US lessons learned, facilitation of the integration of the shipbuilder, and the reactor plant prime contractor, coordination of reach-back requests to the US, coordination of workshops and consultations and advise the UK and AUS of potential risks and challenges with mitigating recommendations.
Must Have
Bachelor's Degree and 6 years of relevant exempt experience; Master’s Degree and 4 year of relevant professional experience
One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:
- NNS Apprentice School graduate
- Navy Nuclear Power School (NNPS) graduate
- Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
- Military Paygrade E-5 or above military experience
- High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
- High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience
Nice to Have
• Knowledge of submarine construction
• Previous experience in an international program or other off-site facilities/programs
• Previous experience working with Naval Reactors and/or NNL
• Candidate must possess a strong understanding of concurrent techniques associated with the Design/Build/Sustain process
• Strong relationship building characteristics
• Excellent communication skills
• Ability and willingness to travel support Programmatic meetings in the UK, EB, NNL, AUS, DC
