The Role

Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.

This position is intended for the Advanced Manufacturing Dept. (E66) within the Specialty Engineering Team under Engineering & Design. The applicant will be responsible for a wide range of program tasks within the program control group, but not limited to; forecasting, portfolio and project management, budgeting, risk analysis, and working with various program customers on deliverables. The program office is a multifaceted group of individuals established to support the integration and growth of advanced manufacturing into the Maritime Industrial Base via; securing new funding opportunities, aligning strategic partnerships, implementing advanced manufacturing into new and current contracts, increasing the plant’s smart manufacturing operations and partnering with our internal/external facing customers on transitioning processes and traditional manufacturing methods to innovative industrial technologies.

In addition, team members work directly with engineering, manufacturing, supply chain management and each of the product lines’ program offices to plan and coordinate project schedules, provide budget oversight and cost analysis to make financial decisions and meet operational commitments. This team also directly supports the production team via production planning, scheduling, production control and capacity management.

Must Have

Bachelor's Degree and 6 years of relevant exempt experience; Master’s Degree and 4 year of relevant professional experience

One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:

  • NNS Apprentice School graduate
  • Navy Nuclear Power School (NNPS) graduate
  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
  • Military Paygrade E-5 or above military experience
  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

Nice to Have

Six-Sigma certification, PMP and Project proficiency is a plus.
Strong leadership and management skills essential to the development and management of projects, production scheduling, cost/schedule/finances within the team, planning functions/business case analysis, and program reporting functions (e.g., reports, presentations, etc.).
Ability to communicate effectively with internal/external customers
Both the functional knowledge and the capability to create products in Microsoft Tools (e.g., Word, Excel, Access, Power BI, etc.)
Strong communication skills with the ability to present to multiple levels/types of audiences (VPs, directors, managers, working teams and external customers)
Ability to manage multiple priorities, work independently and problem solve
Professional understanding and application of project management, finance and business operations
Has the ability to create structure around evolving processes, instruct cross-functional teams/customers on newly developed processes and ensure control over maturing workflows
