Job Description

Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.

This position is responsible for Service, Support and Supervision (S3) and defining projects aligned with program and business strategies, analyzing improvements and potential results, conducting cyclical review of all S3 departments focusing on CAM business management practices, specifically EVM evaluation and performance, manning predictability and establishing and maintaining performance metrics and reports.  Serve as the VCS Program Office liaison to the VCS Value Stream to ensure successful integration of cost reduction initiatives to achieve performance targets. This candidate should have a strong knowledge and experience with complex project management, earned value management system, and labor resource planning.

Candidate must possess strong written and oral communication skills with the ability to develop metrics and presentation materials for all levels of leadership.  Microsoft Excel and PowerPoint experience is required. 

Basic Qualifications

Bachelor's Degree and 6 years of experience. Master's Degree and 4 years of experience. 4 years of related exempt experience can be substituted for Bachelor's degree. 8 years of non-related exempt experience can be substituted for Bachelor's degree.

Preferred Qualifications
  • Project Management experience and ability to multi-task
  • Public speaking skills is a must (VP and Customer level)
  • Earned Value Management (EVM)
  • Able to analyze cost/schedule drivers on a weekly basis
  • Labor Resource Management (LRM); analyze > 100 depts each quarter across functional areas
  • Ability to discern audience (detail-oriented vs. programmatic)
  • VCS construction and support familiarization from Early Manufacturing through Delivery
  • Familiar with establishment of budgets and EAC analysis.
  • Familiar with Block IV Progressing and methodologie
