The Role
Seeking a highly skilled and experienced professional to lead a multi-faceted team of engineers, technicians, and designers driving innovation, excellence, and efficiency into the development and lifecycle management of select A4W electrical systems and Generic Instrumentation and Control (I&C) software/hardware. The ideal candidate will have a strong background in engineering, proven leadership abilities, and a track record of successfully managing complex projects and teams. This position will play a key role in supporting the organization's strategic objectives to drive operational excellence for the NNPP.
The responsibilities of this group include developing design, operational and maintenance improvements for propulsion plant electrical systems and components, performing design studies (e.g., root-cause analysis and design improvements), identifying life-cycle cost reductions, conducting laboratory testing, directing activities of vendor and shipyard personnel, and developing recommendations to our NAVSEA 08 and Naval Nuclear Laboratory (NNL) customers with sufficient technical and cost justification. Additional key responsibilities include:
- Provide leadership and guidance to a team of professionals specializing in instrumentation and control systems, Generic I&C Software and component engineering including qualification, testing and fielding. Foster a collaborative and high-performance team culture, promoting operational efficiency and effectiveness while growing and developing the team members.
- Oversee the planning, execution and delivery of engineering and software products, ensuring they are completed on time and within budget established policies, procedures, and standards of the NNPP. Coordinate with cross-functional teams/sections within the planning yard, shipyards, and NNL laboratories to ensure seamless project integration. Monitor key performance indicators (KPIs) and implement corrective actions as necessary to achieve targets.
- Provide technical guidance and support to the team in the areas of instrumentation and control and software development/testing of NNPP Generic I&C systems. Stay up-to-date with industry trends and emerging technologies, incorporating best practices into project management and execution. Staying up-to-date and providing technical expertise in Software Qualification by Criticality Level (SQCL) and cybersecurity frameworks.
- Drive continuous improvement initiatives in development and testing processes to enhance efficiency, quality and reliability.
- Implement and maintain best practices in software development methodologies including agile, waterfall, DevOps principles, etc.
- Develop and maintain strong relationships with internal and external stakeholders as well as partners. External stakeholders and partners include, but are not limited to, NAVSEA 08, NNL, Ship’s Force, NNS, Naval Shipyards and vendors. Communicate project status, risks, and issues to senior management and stakeholders including actions to resolve or mitigate the challenges/problems. Collaborate with customers, system owners and end-users to understand requirements and deliver solutions that meet their needs.
- Allocate resources effectively, balancing team workload and project priorities. Manage budgets and ensure optimal use of resources to achieve project goals.
Must Have
Bachelor's Degree and 8 years of progressive technical experience in research, engineering and design; Master's Degree and 6 years of relevant experience; PhD and 4 years of relevant experience.
Newport News Shipbuilding requires a Bachelor's Degree in engineering from an ABET accredited program.
Nice to Have
- Development, testing and lifecycle management of Generic I&C software products supporting the Naval Nuclear Propulsion Program (NNPP) including such as the Electric Plant Instrumentation and Control (EPIC) for CVN77.
- Development, testing and lifecycle management of select A4W electrical systems and components including but not limited CVN77 EPIC (JOCELN/EPCN) and A4W Power Systems. Expertise in Software Qualification by Criticality Level (SQCL) and cybersecurity frameworks supporting needs across the department.
- Ability to obtain/maintain RADCON qualifications and physically access a wide variety of work sites including those aboard ship under various stages of overhaul or repair. This may include physical access to tight, low or high spaces involving climbing ladders, kneeling, stooping, standing, etc.
