Job Description

Responsible for purchasing highly complex or unusual, technical or high dollar value materials, supplies or services. Evaluates bids, selects and recommends suppliers and negotiates price, quality and service. Follows up on all awards until completion of order. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over shipments, cancellations and engineering change orders. Oversees and/or conducts supplier site visits as necessary. May provide work leadership for lower level employees. Excludes those with full supervisory responsibilities.

Basic Qualifications

Bachelor’s Degree and 10 years of experience.  Master’s Degree and 8 years of experience.  4 years of related exempt experience can be substituted for Bachelor’s degree.  8 years of non-related exempt experience can be substituted for Bachelor’s degree.  An Apprentice Certificate or graduation from Navy Nuclear Power School can be substituted for Bachelor’s degree.

Preferred Qualifications

The ideal candidate will have the following:

• Experience performing price analysis, cost analysis, and cost realism analysis on various elements of contractor proposals.

• Strong data/financial analytical skills which include ability to model and interpret data, attention to detail, sound decision making, problem solving, time management, etc.

• Experience conducting negotiations of forward pricing rates, final overhead rates, and cost impacts and effectively analyzing, evaluating, and creating defendable negotiation positions on behalf of Newport News Shipbuilding.

• Negotiation skills are preferred which include rapport building, excellent verbal and nonverbal communication, active listener, strategic thinking, problem solving, etc.

• Possess strong presentation skills and ability to articulate messaging throughout the value stream, from peer to senior leadership

• Advanced working knowledge of MS Office especially in MS Excel.

• Ability to work independently and in a team environment.

• Degree in Finance, Accounting, or Economics is preferred.
