The Role

  • Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Maintains and publishes procurement metrics in regards to the proficiency of the procurement team and fulfillment status of procurement orders.
  • Sets up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system. Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Prepares program plans to ensure program requirements and statement of work are captured and scheduled. Performs schedule risk assessments to identify and mitigate program cost and scheduling risks.
  • Responsible for oversight and review of procurement compliance in the areas of spend, supplier, contract and operational compliance. Auditing procurement actives to ensure process and policy compliance is met and maintained.
  • Responsible for increasing awards to Small Business (SB), Small Disadvantaged Businesses (SDB), Women-Owned Small Business (WOSB), Historically Black Colleges/University and Minority Institutions (HBCUs/MIs), Veteran-Owned Small Business (VOSB), Service0Disabled Veteran-Owned Small Businesses (SDVOSB) and HUBzone Small Business and assure that maximum practicable subcontracting opportunities are offered to all. Assures the company meets full government compliance in this regard. Monitors adherence to all applicable procurement procedures in soliciting all classes of SBs to achieve maximum potential bid exposure. Acts as the focal point for all potential source referrals, distributes referral information to applicable buying groups and follows-up for disposition. Acts as advocate for all classes of SBs.
  • Plans, schedules, and routes inbound and outbound domestic and international shipments of freight, using knowledge of postal regulations, tariffs, and company policy. Schedules with carriers, reconciles freight bills, prepares and negotiates claims, and selects or recommends carriers to ensure efficient, timely, and least expensive movement of goods and material. Conducts research on transportation methods, rates, and routes. Develops programs to audit and monitor carrier rates and charges and evaluates past performance and cost of transportation.

Must Have

Bachelors degree with 10 years of senior supply management experience (or 15 years depending on the job requirements and the skills/education of the candidate), operational management experience, or experience in the primary service delivery of the organization; Master's degree and 8 years relevant experience.

Nice to Have

Bachelor's degree in supply chain management, economics, finance, operations, engineering or a related area, with a Master's degree preferred. While not mandatory, it is desirable that candidates possess an industry recognized certification such as the CPSM from the Institute for Supply Management or a near equivalent from firms such as the American Purchasing Society, Chartered Institute of Purchasing and Supply, International Purchasing and Supply Chain Management Institute, The International Federation of Purchasing and Supply Management and others.
