The Role
Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers. Analyzes specifications, sketches, blueprints, bill of material, or sample layouts and calculates production costs using labor and material pricing schedules and historical data. Devises modeling and measuring techniques, utilizes statistical methods, engineering methods, and operational mathematics techniques. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installment, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical schedule, cost constraints, cost drivers and cost risks. Supports engineering discipline in design to cost (DTC) efforts, spiral design trade studies, research and development, as well as advanced capability initiatives / projects. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Supports and participates in negotiations, technical analysis reviews (TAR), audits and fact finding with the customer.
- Conduct historical analysis of cost and performance data across multiple programs and functions.
- Perform statistical correlation analysis across various resource categories to identify trends, relationships, and drivers of cost or performance.
- Support special projects and ad hoc analytical initiatives as assigned.
- Produce assessments of the competitive landscape within the shipbuilding industry.
- Develop analytical products related to the federal authorization and appropriation process, including impacts to program funding and strategic positioning.

Bachelors degree and 5 years of experience

Nice to Have
An educational background in mathematics and/or data analytics, with experience in finance and/or engineering is highly preferred.
